can anyone tell me why I can't upload a picture to my account ???:(

Check the file size and format. It could be that the file is too large or that the format is not recognized by the server.
Irfanview has been quite helpful in changing picture format to or from a jpeg as well as changing file size and picture size when needed.

Note that it may be the FILE that is too big, not the Sclong.
