Seems to me the easiest first step would be to start a Yahoo group for your particular area and then advertise it on your local Craigslist M4M classifieds (if you can get away with it). Some Craigslist trolls routinely flag ads like that but if you post an ad saying you're interested in starting a masturbation club, you might get some responses from those interested.

A bolder step would be to use paid advertisements in your local print media, discreetly done, of course.

I have only been to one, but step one was everyone got naked. There were 12-13 of us, all shapes and sizes. The host had an apartment set up, mostly for this.
