Try a tighter cock ring, say 1, 1/4" or 1,1/2" diameter.

If there's a fetish shop near you, look there.

Simple round metal rings are pretty inexpensive. You could buy a few sizes. One place I went had have rubber cock rings and would allow people to try them on for sizing..
Or you can take a sewing measuring tape and measure yourself.

Tight is okay. but too tight can be painful..once you get hard..

My balls tend to do the same thing, and that's why I started wearing rings in the first place. If I have the time, a short soak in a hot bath will keep mine from retreating and I can just strap my ring right on. Otherwise, it's a two-handed process. I push up under my sack to get my balls down and away a little, and then wrap an index finger around the top of my sack to keep them there--then put on a ring. Adjustable ones are helpful here--tighten and loosen as necessary. I promise it's worth the effort!
