New England states compared to Canada's Health care costs

I found this interesting. It came to me via Facebook. Doubters may dispute it but still interesting.

Blue Cross of Massachusetts employs more people to administer coverage for 2.5 million New Englanders than employed in all of Canada to administer single payer coverage for 27 million Canadians. (actually stat of Canuck population is 34.5 million now).

Is it a make work project that Blue Cross runs?
