It may not be an actual installation that runs within this forum software. I suspect that it links to a 3rd party service that may have limited free and more fully-featured pay tiers. I used to belong to a site called menchats that worked in this manner, requiring a separate login ID.

I'm currently a paying member but I too get rejected saying I need to create a new account. I can't upload any pictures to my account either other than the profile pic., I will not renew my payment account when it expires, what a rip!.

Perhaps this site has a tojan link being installed?
I also noted today that none of our profiles show location any longer...
